Rating refund not being refunded

If the account was closed for a time control that you didn't play them in, there won't be any refunds. There's also a limit on how many games back the refunds go, since after enough games, your rating would be very close to where it would have been without those game results.
But as that article mentions, you can contact Support using the option in the menu to ask about it.
