No. The server clocks are always running when a player is on the move, regardless of if they're in the interface or not, or are disconnected. The server updates the client clocks, after moves have been received, to account for lag compensation.

That's not how it was decided. Players with higher lag or connection problems could result in games that last a lot longer that anticipated based on the time controls if it worked that way.

So, premoves take a minimum of 0.1 second, but if a member is experiencing more lag (or disconnects) over a series of moves than the configured allowance, more time will come off the clock
