seek parameters

Recently, my seeks have been accepted by players outside the stated parameters. I put out a seek for 1300-1500, but these have been accepted by players under 1300 and over 1500.  I was under the impression that the seek would only be visible to players in the stated parameters.

The only way this could have happened would be if a) there was something wrong with chess.com (Impossible! I hear you cry) or b) The player is within the parameters when they accept the seek, and then win/lose games and their rating exits the parameters after the games have begun.

I'll bet that's it - the ratings were 100 points out of the stated range, but with new players they fluctuate greatly at first.  Thx.
