Settings for online chess (turn-based)

Hi! I'm wondering, how to configure the settings so that I'm only playing members in a specific range of ELO? I've tried settings for online chess and it doesn't work. When I post an open challenge, I have to manually reconfigure the settings and sometimes (most of the time?) a player accepts who isn't in the ELO-range I was trying to configure, before I have the chance to reconfigure. If someone has any ideas regarding this subject, I would be very grateful! 

If you choose "random" on this page - http://www.chess.com/echess/create_game you should be able to set the rating range of your opponent.
