Watching the GMs channels like chessbrah, GothamChess or  GM  Hikaru they do check some user's games list, sometimes, that has Accuracy in it.

I played against someone and wondered what their recent games accuracy was like.
But couldn't get that kind of list (checked settings, options...?!)

Is it something that only titled players can do?

(I know they (seem to be) are able to "force" two users to play together - they "pair" them - iirc from a Gotham video)

The player has to have games where a Game Report was ran. Not everyone does it, so some people may not have may or any done.

no, when you review a game beforehand and let it finish loading, then go back in the archive page and look at the games list, I'm sure that you can see the accuracy on the game that you reviewed.
