Stalling loss of Eli

Someone stalled a thirty minute rapid game and I put my phone down to wait it out and my low battery mode was on, my phone closed and abandoned the game without them even making their move. Is there a chance I get my elo back or do people stalling like this just get a free win. He was mad I was up 23 points of material so he just afked

Report him for stalling the game and they will get flagged. I know that when a cheater gets banned for fair play, I get my ELO points back. Not sure about stalling though.
