The number you usually see in curly braces is the computer evaluation of the position after the indicated move, so...
{-3.49} would mean that Black stands better by the equivalent of three and a half pawns (factoring in positional considerations). (Negative numbers mean Black is better; positive numbers indicate that White is.)
