Not sure what you mean by the bars on side with numbers. You on the website or app?
To play unrated, you just have to create a custom challenge and change it to unrated.

It was on v3 for chess.com at some point, not sure why. I got back to the one I'm used to...when on v3, it didn't seem to have anything but rated

v3 has both. But as I said, you have to create a custom challenge and toggle the Rated option to off.
And cameronhambym is correct if you were talking about live games. The numbers are how long you take on a move and the bar is a proportional representation of that time based on the times of other moves.
What are the bars on the side with numbers now? What are they relative to, I should ask. Also, how do you now play unrated, or was that removed?!
