I am getting this issue in BUG house game

I know I am aborting some games lately but they all are BUGHOUSE games, it is because I don't get the chance to choose my partner rating, and many times I get the partner very low rated. 

If you want to apply this policy, this point should also be considered as when choosing Random Partner you should have option to define ratings of your partner. 

I got that in ALL sections, even though I just dc. It literally counted as an auto-resign like all dc’s. It happened twice and the second was an abort due to a glitch of my timer not running out and the guy left.

Update: I just played bullet. Normal works just when I tried it no one was online in my rating zone.

Are you on the website or the app? It is impossible to reply using quotes on the app, but on the website, you click this:

When I want to have some control over the rating level of the other player I look at the "open seeks" games and pick the ones I want to play.  

(I'm assuming that is also possible in bughouse and other short-term immediate play games.  I don't know because I never play them.)

I do agree with OP that being able to add a rating range would be better when posting an open challenge in any type of game.  But, until then, the way chess.com administers open challenges now is fair.
