Does Chess.com have voice recognition? For example, could a user say "Knight to F Three" and the website would play the move Nf3? This could be useful for some blind and physically disabled players.

You could try playing one of the alexa versions of chess. There is a new game called Chess Maven where you could say exactly the move you described above to play.

Chess.com doesn't have a public API for making moves.

That's a really good idea, I think they should add that, but there could be some confusion between notation.
