Does chess.com not test its updates before it rolls them out? I can't think of any other site where the updates break things all the time, like they do here.

Updates are tested but this particular change was related to a underlying codebase used in a lot of places and some individual configurations/options had unexpected problems. There's a lot of different things/areas on the site and it's always possible that things get missed in the process

Also, the change was mostly neta and a small percentage of members initially; that's one way additional testing gets done
