نه بحث فیلتر نیست، تحریم کردن. برو shecan.ir با DNS جدید بیا، همه سایت های تحریم باز میشن.

It may be something being blocked by your ISP causing the issues. You may need to use a VPN to get it to work.

This happend to me too , I used a VPN and after refreshing the page the problem was solved !!
