What do the bars on the right side of my screen mean during a chess game?

lol, thought it was off the score of your move, until I just played this really slow player who kept scoring insanely high, 

I've seen a bunch of GM's have a black and white bar indicate who is winning while they are playing, is there a way we can enable that feature, or what's that feature about?

I'm also joining this thread, because I learnt something :^)
