What does "Chat Requests" mean?

When I click on the gear icon, I see the "Alerts" section and there's a drop-down "Chat Requests" with three choices:

* Nobody

* Everybody

* Friends Only

Does this mean to allow chat requests from only [insert choice here] or does it mean that [insert choice here] MUST make a chat request before chatting.  In short, what does it mean?  My goal is to (by default) allow chats from everybody, without me needing to confirm a chat.  I have had several sessions where the opponent requested to chat, and I did not see the request (the scroll bar on the right side was not showing the latest messages).

You can't default accept chats from everybody. You have to manually confirm
