That explains what the symbols mean in the context of a game review. They're based on the change in engine evaluation, for the most part, with things like Brilliant and Great Move having specific definitions.

The !? sign means that the move is questionable, but it could have advantages. So, basically, it's a move that could be good or bad depending on your following moves. I hope that answers your question! (:
