You have the option apparently to not claim a win on time if you so desire. Of course I'm assuming you're referring to "daily" chess where there is that phrase in settings with a check box next to it. It can be a little annoying if you think you're already overrated and you're playing with someone who just walks away from the game after 5or 6 moves leaving you with an unwanted and undeserved bunch of points.
What does "claim win on time mean"?
I think someone has done just what you said and walked away from the game. I'm assuming "claim win on time" is the only way to clear the game from my online games.I don't want undeserved points but I also dont want to quit and lose points. If there is another way to clear it then please let me know and thanks for your reply.

Apparently you win after 60 days even if you don't claim it. Oh, and of course you're welcome.

Can someone answer @Mr_Kettle 's question? If I select "cancel" will I automatically win after 60 days or does it give my opponent a refresh on their time control (e.g. If we're playing a 5 day/Move game will they get 5 more days)?
@baddogno I was looking for more info in your article but I don't think the link is working
Thanks to anyone who can help!

It seems the game just remains there out of time for your opponent, you can select the game and take the win at any time, or select cancel and it just returns to sitting there out of time, at the top of your daily game que.

I never had that when playing daily. However, if the cancel option comes up after clicking the claim win link, it just cancels the claim. It would then wait until you claim some other time, the opponent actually moves, or the game automatically claimed after 60 days.
What does "claim win on time mean" and why is it used?
