One can actually quite successfully guess someone's origin by looking at their Y-DNA haplogroups. That's exactly what they did there.

Yes, I don't doubt plenty of Basques have mixed with Spaniards, French etc. but the core should show a dominance of a certain haplogroup that distinguish them from the neighbours.

How could you make a ranking? I don't understand what are you trying to say. You can just take a look which nations are related.

They are united states, which means that each one is a sovereign entity, equal in standing to France, Germany, China, etc. Particularly California, since I don't want people to mistakenly think that all Americans are like Californians, the most ridiculous people on the planet.
