Why can I upgrade without Apple Arcade?

Hi all, I want to upgrade to a more premium version so I can do unlimited puzzles but every time I try to do so it sends me to the Apple Arcade section and prompts me to subscribe. Do a need an Apple Arcade subscription in order to Upgrade?

I don't have an Apple device, but I would guess you shouldn't need to do that. You could always purchase the membership through the website on a mobile browser.
