Why I lose rating when I lose against someone who was already banned?

Today some of my oppenents was banned but he still won through conditional moves and I lost the rating as it was nothing happened. Why is it so? Why can banned user still win?
Shouldn't that player immediately kicked out and automatically lost their games?

Ongoing games are not claimed as the closed member could successfully appeal their closure and be reopened.

So, I lose rating because any olayer can appeal? And what if he doesn't successful appeal?

Since the game ended, then any outcome of an appeal wouldn't matter.

You can contact Support directly using the option in the menu and ask about a rating refund on the game.

So, to get this straight: Let's assume I had already finished the game shortly after he were banned, , then I get a refund of rating by doing nothing? And I don't have to wait for the appeal.

What happened here with the rating, when the appeal is succesful?

But when he finished the game by conditional moves after he was banned. than I have to wait for an appeal and only when this was not successful, I can demand then I 'll got the refund? Why is he allowed to make moves under this circunstances anyway?
To me that seems kind of weird to me. Because without conditional moves he is not allowed to make moves and will then consequently lose on time with automatic elo refund for the opponent without waiting for an appeal. Makes no sense to me.
