Why is there a question mark for brilliant great moves and for accuracy?

They're hidden because free members don't have access to see them.

You're only allowed to see them once a day unless you have a premium membership

Thats cringe af how are people supposed to know if they are making good moves

Eh not really the only downside to it is the brilliant move, it's not that hard to know if you made a good move. A good move is something like capturing a rook or queen without losing material.

There was a move that sacrificed material that might be brilliant but requires a full run of Game Review to determine.
