Why nul ?

he lost on time but the rule is in these conditions is that the winner on time must have piece or pawns in a way that make a possible checkmate.
for example in this position if white had a light squared bishop he was winner.[just imagine this position :
Black=Ka8,Bb8(this bishop is e-pawn promoted to a bishop!),Qh6,Qh5,Rg5,Bd3 all other pawns at h7,g6,f5.
white=Kb6,Bc8. now white can simply checkmate by 1.Bb7#]

My opponent losed on time but the game is considered PAT (insuficient material)....
