win on time rating

so i just won on time in a very losing game and the rating changes stated at the start is 
win +19 / draw +2 / lose -14

but after i won by timing out the opponent, i only got +2 rating

does that mean that winning by time out will give you less rating than winning by checkmate?

No, game termination type doesn't change how a game is rated.

However, I believe the rating change listed before the game is an estimate and does not use the full Glicko rating formula taking into account the player's rating deviation.

its not a mistake where i get the +2 draw instead of +19 win though right?

I just looked more closely at the image. Your opponent timed out but you do not have sufficient material to mate, so can't win. That's a draw.

does this mean that it would also be a draw if i still have a king+bishop but my opponent time out?

That's what I thought, it's a draw of insufficient material.

Correct.

Also, it should be noted that the site currently uses a rule most similar to that used by US Chess and not FIDE. So FIDE's mate possible by any series of legal moves regulation is not used.
