I am this same issue in my 24 hour game. I will not be able to move and I will try again in an hour or and it will let me. I hope it does not kill my game.

How are you playing? Web or app?
Web on my phone. I have tried a couple of browsers with the same result. Mashing my finger harder on my phone screen worked on my last move. Maybe that is it.

You might try clearing your browser cache.

What mobile browser are you using? Maybe something is interfering with the promotion dialog.
Just started happening to me. It was fine since I started using it for a week or so. Using the app on Android.
