WTF? Why is this game a draw??

Why is this game a draw?? Black timed out after move 88 (i.e. his clock went to 0.00). The game can be seen at: https://www.chess.com/game/live/110639537157.

Black has sufficient material left. In fact, white could win with a series of legal moves. And I also came to a position like this:

These were done using legal moves. Why is this a draw?? In https://handbook.fide.com/chapter/E012023 it is given that "the game is drawn if the position is such that the opponent cannot checkmate the player's king by any possible series of legal moves" and I have constructed one. THIS IS UNFAIR!! I want my points!!

Black ran out of time and white doesn't have sufficient material to mate based on the rules the site uses

The site does not use the FIDE rule of mate possible by any series of legal moves implementation.

White HAS sufficient material to mate. Didn't u see the 2nd position?? @Martin_stahl? er, sorry for rudeness, but this is a serious issue.

The site does not use the FIDE rules for insufficient material to mate on timeout, with one exception. The rule used is most similar to the US Chess one, with a couple of differences.
