I am a moderator on livechess, and can confirm that this sort of thing happens from time to time. Avoid overly long time controls at all costs would be my advice. The first time I saw this approach, I felt like kicking Mr. Sneaky off, but then again, he's within the rules. I think the watchword to be applied here is buyer beware.

you first ask if hes there, then tell a modertor maybe, they watch, now AGAIN you ask, they will go because of the moderator watching.
if that does not work, then call him a sore loser, wait a little, and then go and minimize it and play another game, after every move go back to it, and wa la!
your playing two games at once but well it works.

Simple solution: Long increments with low starting time. Thus, he can never delay for too long. For example: 1 100. This would be a long game but he cannot delay forever. Implementing Rapid Transit Time controls would also be interesting. In that format, moves must be made within a certain amount of time, say a minute and time does not rollover if you move faster than what is alloted.
When you first log on to live chess, you’re told the Rules of Behaviour, the first one being ‘NO CHEATING’ (if you get caught they give you a kick). I thought to myself, how is it possible to cheat? You can’t exactly nick a blokes pawn when he’s not looking. Well, I soon found out.
I looked in the seeks, and I found a game for 15/120. The 120 seemed a bit strange but I figured he must want a good long game and not run out of time. The game started and he went wild with his Queen, moving it about like a suicide bomber on crack. Inevitably he made a stupid mistake, and I took it. He made a couple more crazy moves then suddenly stopped. The clock was ticking down and I thought maybe he’s making a cup of tea or something. After a couple of minuets he made another move, which put the time back to what it was. I replied his move and he stopped again. After what seemed like forever, I finally twigged “he wants me to abort!!!” Ok son, I thought, I can play that game, and sat there like a mug for five minuets till I realised what I was doing. I was sitting across the Atlantic to a nutter having a contest to see who was the most stubborn. I clicked the off button and crazy Larry won by resignation. His rating went up. Mine went down. So if you see any games with a lot of bonus seconds, beware. It could be crazy Larry.
