well, "help", the link at the top of every page, has a faq section. In there, in the Misc table, there is a link to "What should I do when another member makes rude or abusive comments towards me?"

Hi to everyone who knows help,
there are members who do not respect our rules. Their are unmotivated using offending words and are insulting normal players.
Where do I have to post a complaint (together with evidence) about such members?
