He probably joined recently, as his rating keeps bouncing around and he was near 1200 rating when you first played him.

I was playing against this guy ranked 1285 in bullet, he beat me, and his ranking went up by 47 so it was 1332. He then lost to and his ranking became 1294. He ranking continued to jump around significantly the next few games we played.
Can anyone tell me why his ranking kept dramatically changing?
