How do I increase my blitz rating?

It depends on a few factors; mainly your goals for chess and purpose for wanting a higher blitz rating.
Generally speaking, the best way to improve at chess (overall) is to play longer time controls to give yourself time to think, calculate and have better quality games. The highest rated players in the world for classical time control are also the highest rated in speed chess; however, the inverse is not necessarily true. People with amazing speed chess ability, but poor at longer time controls probably spend their time hustling for small amounts in the park, or grinding online speed chess for little to no gain.
If you want to improve at chess in general, then longer time controls (even if mixed in with some shorter games) are preferred and by increasing your chess understanding and ability, then this will often be transferable to speed chess.
If you ONLY want to get good at speed chess and don't care about OTB tournaments and longer time control games, then getting good at speed chess is mostly about pattern recognition, tactical ability and lots of practice.
