Sometimes it's best to either play and see it for yourself, or read the documentation. They have a full explanation in the MSA.

I am 1465, is it still possible for me to get the 4th or 3rd category norms or does it have to be higher.

You can be any rating and get any norm. So if you're 1400 and play like a 2300 you can get a NM norm. It's just if you get required norms you must first obtain the rating once in order to receive the title. So if you have 5 nm norms with a 1400 rating, you just have to reach 2200 once and the title is yours.

It would probably be really hard to get 5 NM norms and not be a lot higher rated than 1400. It's probably impossible but I haven't done any of the nat to guarantee it.

It was illustrative. Not impossible, but unlikely. I am 4/5 CM norms now. And I have reached 2059 in my past. So if I can get one more norm I have the title automatically.

With being over 2000 at one point, you would have an 1800 floor. The hypothetical 1400 would have to drop all rating gains from the norms events and never get over 1700.

Also If I was 1380 ~ish and I won in a 3 round tournament against other 1300s, should I get a norm?

You can and will still get the lower norms as well.

Martin the point is you can obtain a rating norm at any point any rating. I believe the only major requirements is you need to be outside of your provisional status. You don't need to win the norm points consecutive either. You can do well one tournament and not do another 2100+ performance for years. Keshavasr a norm is what level you win you can win them indefinitely. Once you get the title they just don't count for that level anymore. And each title norm counts for all title norm below. So if you get a first category norm it counts as a title norm for all below including 4th category.

You have never looked up your uscf member services profile on uscf? It gives your rating and all your tournament results since 1991.
