How is this game an example of insufficient material? I don't understand why it was called a draw.

Probably, blacks clock was down to zero, and as white can't possibly win it was called a draw to insufficient material
My guess is that black's time was up. Since white has insufficient material to mate, black does not lose the game, but is awarded a draw.

Black failed to understand that the purpost of the game was not to take down all pieces but the king, not to actually try to impose a checkmate. The lack of this knowlege for a chess player cannot be given the benefit of the doubt by 'winning'.
