Need new rule to stop players from aimlessly making moves.

I had a bishop versus rook endgame which is a book draw and the guy I was playing kept making moves until i ran out of time.  The game lasted 80 moves or so.   His id is "mondster_mondster".  I was playing a 10/0 game and we got down to the rook versus bishop endgame with him having 4 mins on his clock and I had 2 minutes on my clock.  I offered a draw and he declined.  We kept making moves and my time got lower and lower until I lost on time.  This is bogus for me.  I support chess.com with my membership yet I get a lost because of this?  There needs to be something to fix it.

Sorry this is part of the game where 'time' are involved.

It is a normal win on time and there is nothing to be fixed. The game was interesting and I did not see any "aimless moves" except for the last couple of them.

There is a way to draw this and it is "50 moves rule" or "3 fold repetition" , enable premoves and think fast Cool

You agreed to play a timed game and lost on time. So what is your issue with this?

 Good point here, I think the OP is trying to forced the draw onto the opponent in which is doesn't work that way.
