Had this happen to me shortly after I started playing Chess.com. I just thought was polite to accept. Think it was maybe my 5th game ever, but now seeing was just a rude opponent.

I decline all draws given by my opponent so after declining the draw ,after a few moves my opponent randomly resigns

Offering a draw in a clearly lost position (and with enough time on the clock anyway) is something I regard as poor sportsmanship.

Since I started playing on this site only recently, I would like to ask whether this kind of draw offer is sufficient reason for a downvote when the system asks, "Was [opponent] a good sport?" after the game.

That's up to your discretion. I think your downvote in the system will be reviewed by the moderation team and appropriate action will be taken. If someone is found to be a bad sport they will enter a playing pool designated for other bad sports.

I’m not entirely sure how to respond to this. In 2 sentences, we agreed with OP, acknowledged that people of all ages do this, seemingly put resigning on the same level as spamming draw offers, touched on 67, told people to be a grown man, but like a good boy. But yeah, don’t spam draw offers.
