It's easy. Get them to join. Make them a friend here. You didn't say if you wanted to play live chess or correspondence chess (also called "Daily Chess" and "Online Chess" here.)
At any rate, for live chess, use the Friends tab in Live Chess to see when they are online. When you see they are online, challenge them.
