I just played this guy and with 10.6 seconds to go for him, he was able to make 6 moves without the counter moving.  Then it started falling again.

I've seen this with others before but never been so sure as this time.

Is there a bug where they can do this?

I still got the win thank god.

Just in case you don't know about premoves, here's an article explaining how to use them (although admittedly they are supposed to take .1 seconds each).

It probably was premoves.

Were they completely random moves?

no way were they premoves in a 1 minute game that had been going for 40 seconds and about 15 moves each to that point

Funny coming from a guy with an 1185 rating compared to a 1404 rating

Yes sometime is when the other player does a pre move.
