once you add him/her as a friend, go to friends list when your both online, right slick on their name and click challenge to a game, the time control settings will appear once you click on challenge game.
im not sure about the online games :(
For online games, I think you go to the person's profile. There's a menu underneath their username, and you click "challenge to play" to challenge them to an online game.
