Please report this guy [name removed - David]. We were playing a 5|5 min game, in which he had no chance of winning, so he decided to tick 6 minutes (the time he is left with) down.

Are you saying he chose not to move for six minutes? Then he is perfectly entitled to do that. Not a problem.

The system used to automatically pick up the guys who let their clocks run  and frequent aborters and give them a "Fair Play Warning" and if they got more than a couple they were put into a special pool with others who acted that way.

It will give them a warning, saying that if they don't stop, their account will get restricted. However, the restriction is only temporary.
