refusal to begin a game

I often encounter more highly-rated players who refuse to make an initial move......what timewaasters ! But if I abort the game because of their failure I get a notification that I may be restricted.......hardly fair.
It used to be the case that if a game had not commenced within (say) 30 seconds then the computer automatically aborted the game.....but this does not now seem to happen.
