Could be a connection issue or merely a desperate search for a way out, but a player may use his/her time as deemed appropriate as it is their time. Though with longer games, the 'fair play' policy should apply for patterns of unreasonable delays.
Surely with a bullet game, no one is going to quibble over something less than a minute or two's stalling being 'annoying'?

In the Bullet Game, an annoying thing is when your opponent has to know that he was under threat of checkmate or he has lost quality, and then he just stalling game intentionally (disconnected), while he is also not willing to give up until press time expired and he could avoid defeat by checkmate.
