Stalling to delay a loss or a draw

I think this is an incignifficant issue...
You can always start another game to lift your rating.
I sometimes play up to 20 games simultanious with 14 days respondtime. Some of these games can last up to a year. Mostly i play every day and clean up my "waiting moves" but sometimes i´m busy with other things and my games can stal for the hole 14 days.
Anyway i don´t see the idea about prosponing a loss just becuase the rating will drop. I mean, it´s goner happen. But if the opponent find it beneficial for him to drag the game then you must submit to the game and the rules applyed.
