If one side has no time and the other side has insufficient mating material, it is a draw.

Insufficient mating material has different meanings based on where you are:

FIDE - No legal sequence of moves leads to mate for the player with time.

USCF - Side with time has K, K+B, K+N, or specifically K+N+N AND the side that ran out of time has no pawns. In these scenarios, it is a draw unless the side with the lack of material can force mate.

Chess.com - Same as USCF except remove "unless" onwards - Lazy Programmers.

Examples:

If Black's flag falls:

FIDE - Win (Black promotes to knight, walks the King to a8, White's king goes to b6, Black's knight gets to b8 with the White Bishop on a6 or c8 and White has Bb7#)

USCF - Draw

Chess.com - Draw

Example 2:

Black runs out of time as he was making the move and this position is White to move:

FIDE - Win

USCF - Win as mate is forced - 1.Bh6 Kh8 2.Kf7 and now either move by the e-pawn and White has Bg7#

Chess.com - Draw due to lazy developers.

But after reading the replies, I learned that it’s a draw when one player runs out of time but the other doesn’t have enough pieces to checkmate that’s called “insufficient mating material.” Really interesting rule!
