I can easily beat Wally every time, but Michelangelo is way stronger, he won 9/10 games against me, so why is he considered weaker?

The "rating" of bots is not a rating.

Real ratings go up and down as a player loses and wins games. These don't. These are just numbers that some developer wrote there. It even might be some bizarre joke like 1 or 9999. (Both of these actually happened.)
