Unsure of terms.

Im trying to play a chess tournament, but I am unsure of what some of the terms mean. Here is a list of my questions, if you can answer any of them, I would appreciate it.

Time standard is "5SS, 40/80, SD 30+30", what does this mean?

It says "Online Regular uschess.org ratings usually used if otherwise unrated" and " If Online Regular rating is 50 or more points over section or prize maxmum, prize limit $400." I am currently unrated and have never played in any tournament online or over the board. What does this mean for me? I have both a chess.com and lichess account, whos elo's are 300 points apart from each other if that makes a difference.

what does "Re-entry $60" mean?

Five games. The Swiss System used for pairings. The first time control is 40 moves in 80 minutes. The rest of the game is a sudden death control of 30 minutes plus 30 seconds for each move played.

The USCF allows ratings from online play for otherwise unrated players. They won't just use regular chess.com or Lichess ratings. There are online tournaments here only open to USCF members. The ratings from those games will be used if you don't have an over the board rating.

If you lose your first couple of games and want a second chance, you can withdraw and re-enter for $60. You would likely get 1/2 point byes for the rounds you had missed 

Finally, hotel room rates for 1, 2 or 3 in a room.

5SS - 5 rounds Swiss system

40/80 - first time control, 40 moves in 80 minutes for each player

SD/30 - if the first time control is met, the second and final time control, 30 minutes for each player

d30 - 30 second delay per move. I think that's from move 1
