I fixed it by removing the c-pawn.

You should use the Analysis feature of this site (i.e. Stockfish) to test your problems before posting them. Here SF finds multiple ways to mate in 4, e.g. 1. Qxd6 Nxh6 2. Kxh6 Kg8 3. Qe7 Kh8 4. Qxh7#.

There is no mate in 2, but the puzzle is still flawed not just because there are several ways to mate in 4 but because 3.Qf8 is a quicker mate than 3.Qxb2+.
