How are chess puzzle ratings determined?

I just did a 2-move 2200 rated puzzle that seemed almost beginner-level..  I routinely come across puzzles that are lower rated and far more difficult.  What gives?

Puzzles come out with an estimate to their rating. Their ratings fluctuate as more players attempt this puzzle and pass or fail it. If a lot of people fail the puzzle, then the puzzle rating goes up over time and if a lot of people pass the puzzle, then the puzzle rating goes down over time.

Do you have a link to the puzzle, or know its puzzle ID? If you have the link, then we can see its pass rate and how many people have attempted the puzzle. Chances are that if you believe a puzzle is inaccurate to its difficulty, then it is a newer puzzle which hasn't stabilized rating yet.

There is obviously something wrong with that puzzle. It's rating ought to tumble under the weight of so many correct solutions.

The guy who put the puzzle into the database gave it a fix 2200 rating that cannot change. How and why such mistake can happen is a mystery. I have seen other puzzles with the same issue.

I saw the puzzle and I am a turtle solving puzzle. I found that puzzle easier than a "Monday Daily puzzle".
