Puzzles come out with an estimate to their rating. Their ratings fluctuate as more players attempt this puzzle and pass or fail it. If a lot of people fail the puzzle, then the puzzle rating goes up over time and if a lot of people pass the puzzle, then the puzzle rating goes down over time.
Do you have a link to the puzzle, or know its puzzle ID? If you have the link, then we can see its pass rate and how many people have attempted the puzzle. Chances are that if you believe a puzzle is inaccurate to its difficulty, then it is a newer puzzle which hasn't stabilized rating yet.
I just did a 2-move 2200 rated puzzle that seemed almost beginner-level.. I routinely come across puzzles that are lower rated and far more difficult. What gives?
