Is it possible to block or otherwise limit a country?

I'm sorry to say this but practically every 3 games I play 1 against Indian people, many of whom probably use external software because they come up with some strange moves, not that they use it the whole game but only when they find themselves in difficulty, obviously this could be made more general, even to other nations, but the fact that in so many games, the majority are people of Indian nationality makes me lose the desire to play, in fact sometimes I cancel the game for this very reason, I saw other people on the forum who were also discussing this thing and I think it's right, that a person can limit a certain country, as there are players all over the world, obviously I don't want to make this speech as an outburst of malice towards Indian people, absolutely not, but I hope you understand what I'm saying,
