Can this position be reached from the regular starting position in normal chess? Why or why not?

No, I don’t think the pawns could all end up on those squares.

Tricky but seems to be legal. Here's how all the captures can take place to account for (1) the pawn structure and (2) the promoted pieces.

Then White promotes the c- and two g-pawns to a rook and two knights, while Black promotes the h-pawn to a knight.
