I can't quantify that opinion of yours but it seems as if you are correct.
Lower rated puzzles more difficult?

When playing through the chess.com puzzles (tactics) trainer, periodically it feeds me a streak of puzzles in the 600 - 1100 range that just crush me. It really seems that some of these puzzles are more difficult than their higher ranked counterparts (~1500 range), at least to me. Anyone else have this experience?
