Is this a trick question like the other one you posted?
Two things seem to cry out: there's a pawn to be promoted (or not) and it looks like white can still castle. Not that I see a solution.

Nope. As a good rule of thumb, if chess.com's chessboard cannot do the move, it's not a legal move. You had to seperate that move into different gameboards because it's not legal.
In theory, that rook has already moved. It moved in the form of a pawn. You exchanging a pawn for a rook doesn't make it a new piece that's never moved before. Castling involves swapping two pieces that have existed at the beginning of the game and have not moved.
