1. Qxc7+ Rxc7 2. Rd8+ Rc8 3. Rxc8#.
I think that 1. Qxc7+ is more forcing and therefore better. If 1. Rxc7, the opponent doesn't have to take the rook. This is still losing for black but it doesn't necessarily lead to a speedy mate.
However, in 1. Qxc7+, if black doesn't take the queen: Ka8, they get mated next turn 2. Qc8#.
You're right Rxc7 is actually a huge blunder! Just Rd1#
