Yes, it is. Many Ms and even GMs score below that number. Even Hikaru often misses the 50 mark. There is a difference in the way different players do these exercises. Many (like Hikaru) try to solve them quickly to train and test their intuitive pattern recognition. Others (like me) are willing to spend hours to find the perfect solutions and consequently seem to be on Hikaru's level. As you probably expected, that is not quite the case!
But the regular strong solvers have a big advantage in that there are not that many high rated puzzles and they will reappear in different sessions. A few years ago the dutch master Casper Schoppen scored way above everyone because he frequently repeated the training and recognized all puzzles in a sec. Since then the number of puzzles in the database multiplied but puzzles still reappear (even for low volume solvers like me).
